Preheat the oven to 180°C (gas mark 6).
Peel the potatoes and grate them using a grater (large cheese grater). Add pepper and a small amount of salt. Add the eggs and season, then form 4 patties.
Cook the patties in a nonstick frying pan with olive oil at medium heat for about 5 minutes on each side, then transfer to a baking tray. Place a Saint Marcellin cheese on each patty and cook in the oven for several minutes until the cheese begins to melt.
Cut into 4 servings and serve.
Allow the tarts to cool slightly before cutting them.
